Would Australia's policy stop boats to Europe?

Italian authorities refused to give access to the centres to enable further investigations by Amnesty. A British newspaper columnist has declared that it's time for Europe "to get Australian" and emulate the tough Antipodean approach to illegal migrants coming by boat. Could that model work for Europe?
